A Regular Called Meeting of the City Commission was held on Wednesday, APRIL 4, 2018, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:00 p.m. by Mayor Matthew T. Doyle.

PROCLAMATIONS AND PRESENTATIONS
a.
Child Abuse Prevention Month Proclamation
Mayor Doyle read the proclamation and it was accepted by Ms. Thomasine Allen.
b.
Proclaim the Month of April as Fair Housing Month
Mayor Doyle read the proclamation and it was accepted by Sheila Bowden, Program Coordinator for the Texas City Community Development Department.

REPORTS
a.
Summer Recreation Programs (Recreation and Tourism)
Debra Taylor, Recreation & Tourism Department, stated that Summer Camp registration will begin on May 1, 2018. The free breakfast and lunch programs will start on June 4th and end on August 3rd. The Nessler Park Family Aquatic Center will open on May 5th and the prices have not been changed. The private reservations are being booked quickly. Ms. Taylor stated that this summer there are lots of upcoming events, including swim lessons, summer athletics and Texas City Makos swim meets.

Consider and take action on Resolution No. 18-028, approving the extension of location where the optional relocation project will be conducted from 5th Ave N Chelsea Manor sub-division, to south side of 9th Ave N Snug Harbor sub-division. (Community Development)
Item pulled by Mayor Doyle to clarify that this is for the optional reconstruction project.

7.
REGULAR ITEMS
a.
Consider and take action on Ordinance No. 18-08, first reading of the Gas Franchise Agreement with Centerpoint Energy. (City Secretary)
Nicholas Finan, Director of Management Services, stated that the CenterPoint Franchise Agreement will be a 5 year agreement with 1 year automatic renewals and a 90-day notice to withdraw. Revenue will go up from 3.0% to 4.25% plus 0.07 cents per mill of cubic foot (Mcf for transport of gas).

PUBLIC COMMENTS
Mark Ciavaglia, citizen, asked that everyone support the Texas City Independent School District (TCISD) Bond Election that will help to build 4 new schools a fund security upgrades to all campuses. Mr. Ciavaglia recommended visiting friendsoftcisd.org for more details.
STAFF COMMENTS
Joseph Byrd, I.T. Director, stated his department is in the middle of public wifi upgrades throughout the city.
Luke Alvery, Acting Library Director, stated the Friends of the Library will be holding a book sale on April 21st from 10-3 at the library.
Thomas Munos, Emergency Management Director, reminded everyone of the Threat Assessment Seminar in conjunction with Chief Robert Burby and TCISD.
Dennis Harris, Director of Recreation & Tourism, stated the Art Festival is April 14th-18th, followed by the Art Walk on the 19th. Also, the annual 1947 Disaster Memorial will be on April 16th at 9am.
James Hartshorn, City Secretary, stated the 6th Annual Lone Star Deluxe Car Show will be on April 28, 2018 on 6th Street.

MAYOR'S COMMENTS
Mayor Doyle stated that the Texas City Independent School District Bond should be supported byt our citizens and passed. Mayor Doyle expressed that when you invest in your school system, you are investing in your community.
10.
COMMISSIONERS' COMMENTS
Commissioner Roberts gave his condolences to Debby Doyle for the passing of her mother and to Abel Garza for the passing of his mother.
Commissioner Clawson also gave his condolences to Debby Doyle for the passing of her mother and to Abel Garza for the passing of his mother. Mr. Clawson also congratulated Police Chief Burby on his appointment as President of the Texas Police Chief's Association, and encouraged support of the upcoming TCISD bond election.
Commissioner Jones expressed her appreciation to Thomas Munoz and Chief Burby and wished them success at their Threat Assessment Seminar.
Commissioner Clark stated that Our Lady of Fatima will be hosting a Casino Night to raise funds for their school. She also encourage citizens to support the TCISD bond election.
11.
ADJOURNMENT
Having no further business, Commissioner District 4 Jami Clark made a MOTION to ADJOURN at 5:24 p.m.; the motion was SECONDED by Commissioner At Large Dee Ann Haney. All present voted AYE. MOTION CARRIED.
