A Regular Called Meeting of the City Commission was held on Wednesday, DECEMBER 19, 2018, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:01 p.m. by Mayor Matthew T. Doyle.

Parks Division (Recreation and Tourism)
Byron Sefcik, Parks Superintendent, gave a PowerPoint presentation on the recently finished beutification projects throughout the City.
b.
Utilities Customer Service (Finance)
Irene Fattig, Water Billing Supervisor, gave a PowerPoint presentation on the growth in their department due to new residential developments.

Approve City Commission Minutes for December 5, 2018 meeting. (City Secretary)

Consider and take actionon Resolution No. 18-135, approving Bid No. 2018-358 Northeast Texas City Force Main. (Public Works)
Item pulled by Mayor Doyle.
Doug Kneupper, City Engineer, stated that this 16" Force Main will provide sewer servies to a new school and be in place for any future developements. Mr. Kneupper advised that this may be a 10 month long consruction project.

Consider and take action on Resolution No. 18-136, authorizing the Mayor to enter into an agreement with Joiner Architect for the design and development of a joint training field for Fire, Police and Emergency Medical Services continuing education and advanced level public safety training. (Fire Department)
Item pulled by Mayor Doyle.
David Zacherl, Fire Chief, gave an update on the necessity of this joint training facility.
Mayor Doyle asked if a design has been put in place?
Chief Zacherl stated that a design will be provided before the project goes out for bid in July.

Consider and take action on Resolution No. 18-137, issuing support of an application submitted by Freeport McMoRan Energy, LLC to the Texas Commission of Environmental Quality for a portion of property located at 4500 Old Industrial Port Road in Galveston, Texas. (Management Services)

Consider and take action on Resolution No. 138, authorizing the Mayor to enter into an agreement to procure electricity power rates for the City of Texas City beginning in 2019 for 5-9 years over the current agreement. (Management Services)

STAFF COMMENTS
Doug Kneupper, City Engineer, stated that the Lago Mar Crystal Lagoon is underway.
James Hartshorn, City Secretary, stated that Fetching Lab Brewery would be having a soft opening on Friday, December 21, 2018.
8.
MAYOR'S COMMENTS
Mator Doyle stated that the 56th Texas City Youth In Government day will be held on Februaury 6, 2018. Mayor also stated that next year will be his last Christmas as Mayor and that it's been a pleasure for him to live in and serve the City of Texas City.
9.
COMMISSIONERS' COMMENTS
Commissioner District 1 Alexander complimented Chief Stanton and the police department for thier Christmas with the Blue.
?Commissioner District 2 Garza, Jr. asked Michael Skiba to announce more details on the Lupas Fundraiser that is being held on January 5, 2018, at the Bayou Golf Course.
?Commissioner At-Large Roberts compliment the Police Department on their Treats not Tickets event.
?Commissioner At-Large Clawson asked in which ways the public is being informed of the new garbage cans and rate increases? Mike stump stated through the mail, City Webiste and Facebook.
?Commissioner District 3 wished everyone a wonderful holiday season and thanked all City employees.
?Commissioner District 4 Clark sated how proud she is of all Texas City employees and wished everyone a Merry Christmas.
10.
ADJOURNMENT
Having no further business, Commissioner District 3 Jones made a MOTION to ADJOURN at 5:26 p.m.; the motion was SECONDED by Commissioner District 4 Clark. All present voted AYE. MOTION CARRIED.
